JOLO,
Sulu -In the morning of May 11.2013 The
group of P/CInsp. Randall-Lyon Bueno of Sulu Provincial Police Office with 50 men was dispatched to monitor assist and secure the five (5) municipalities in Sulu
with Intense Political Rivalry.. Tongkil
town is one of those.
During the
monitoring the group monitored and received reports from the people there, that
there were armed men in Barangay Luuk in Tongkil and immediately reported the incident to the
headquarters and left the area to avoid escalation of tension or encounter and
not to affect the national synchronized automated election process negatively.
On the early
morning of May 12, 2013, Police Senior Superintendent Antonio J. Freyra, Provincial
Director of Sulu PPO went to the area immediately to personally assess the
situation as response to the report.
In the
area, Police Senior Inspector Christopher Muego met the Director who arrived
with Philippine Marine contingent aboard the Philippine Navy’s Multi-Purpose
Assault Craft or MPAC who later conducted dialogue with the elders and people
of Luuk..
Freyra
said he immediately instructed Muego and composite personnel from the Provincial
Headquarters to verify the reports, however, they later reported that there
were no armed men were seen in the area instead about 50 unarmed men waiting
for the elections..
Meanwhile,
the reports had stirred regional PNP Director Noel Delos Reyes and ordered
Freyra and all PNP personnel to vacate the area of Tongkil immediately leaving only three (3)
local police as security of the Police Station for reasons he only knew.
“Why we will vacate the area eh mataas ang tension though
its stil peaceful.…
it just unfair for us” said Freyra.
Delos
Reyes also instructed that only 3 policemen will stay in Tongkil just to
monitor but the Chief of Police refused the instruction and insisted to stay in
Tongkil with his men unless otherwise ordered by the local chief executive of
the said municipality.
Freyra
said around 8:00 in the evening on May 12, 2013 to avoid increasing the tension
he heeded with the order from the Regional Director as per clearance from the Comelec,
then proceeded to the Navy Vessel waiting few distance from the shoreline of
Luuk, Tongkil.
At around
10:00 same evening he was informed to wait another navy water craft to bring
them to Jolo but turned out that they have to spend the night in Navy’s vessel,
said Freyra.
Freyra
added around 7:45 in the morning on May 13, 2013 while onboard a Navy boat they
heard loud explosions and succeeded
gunshots coming from the mountainous area of Luuk, Tongkil.
Because of
the order from the regional director, the group did not return to the shore
instead sailed to Jolo, said Freyra.
Director
Freyra said policemen in Tongkil were all under investigation of disobeying the
directive and protocol of police.
The policemen
together with their chief were under custody of the provincial police now.
