Million Out-of-Schools Youth Targeted for Community Reintegration

The National Youth Commission (NYC), together with the Deparment of Education (DepEd) launched on Friday, an ambitious project aimed at listing and profiling all Out-of-School Youths (OSYs) throughout the country for direct servicing by government and private organizations.

Dubbed ABOT-ALAM, the program is a nationwide Barangay Targeting and Profiling System for all OSYs, aged 15 to 30 years old.  It aims to create a comprehensive database of OSYs in the country and to ensure that all OSYs are reintegrated to their communities through programs and services of the DepEd, TESDA, DOLE, DSWD, and other partner agencies.

For his part, DepEd Secretary Armin Luistro said that
“Abot Alam’s goal is to consolidate efforts among different sectors to equip our OSYs with the needed knowledge and skills that will enable them to go back to schoool, get employed or go into business. We are harnessing the support of every member of the community to help us in putting together a database of our out of school youth and in implementing programs and projects that will address their needs.”

The first phase of the program is the Out-of-School Youth Barangay Targeting System (OSY-BTS) which seeks to identify and capture information on OSYs at the barangay level.  While the second phase is the Community Reintegration Program (CoRPs) which aims to reintegrate the listed OSYs back into the education system whether through formal or alternative modalities, including TESDA courses.

ABOT-ALAM was simultaneously launched in the cities of Cagayan De Oro, Baguio, Cebu, and Davao.
