1CAV, PNP undergo training, forge strong partnership

LABANGAN, Zamboanga del Sur, Oct. 17 (PIA) – To better equip soldiers and policemen for the job at hand, the 1st Cavalry (Tagapanguna) Squadron, Mechanized Infantry Division, Philippine Army and the Pagadian City Police Station forged partnership and collaboration through an exercise dubbed  “Supply Management and Explosive Ordnance Reconnaissance Agent Training” (EORAT) held recently at Camp Jacobo Zobel, Major Cesar Sang-an, Pulacan, this town. 

LtCol. Charlemange F. Batayola, Jr., commanding officer of the 1Cav squadron thanked the 31 participants composed of troopers and PNP personnel for their  steadfast commitment to enhance their learning and skills development as well as professional growth.

“The training is geared towards the enhancement of your character as individual soldiers and policemen. I would presume that you have rediscovered your sense of purpose in our organization whether you are a member of the AFP or PNP,” Batayola said.

He cited that during the week-long extensive training, troopers have personally experienced the pressure in detonating explosives which they did not  normally perform before, adding that their role is to provide effective and efficient armor support to the 1st Infantry (Tabak) Division, Philippine Army.

Batayola said troopers and PNP personnel were taught on the principles and procedures in the conduct of reconnaissance during explosives-related incidents and identification of explosive materials.

“You now possess an increased awareness and vigilance on the safety precautions and preventive measures when explosive materials are found prior to the arrival of the responding EOD teams or bomb squad,” he declared.

It was indeed an opportunity for soldiers and policemen to join together to achieve their common goal of preserving peace in our country, according to Batayola.

Meanwhile, Police Officer 3 Ruben Balido, team leader of the Pagadian City Police Station Bomb Squad said the training was able to establish good relations between the PNP and AFP.

He also expressed optimism that participants will apply the theories, principles and practical exercises on the training rules and safety precautions that they have learned.

“They are already equipped with the knowledge. Every time there is a bomb threat, they know their roles as first responders before the bomb squad will arrive,” Balido concluded.



200-bed tertiary hospital soon to rise in Dipolog

DIPOLOG CITY, Oct. 20 (PIA)---Very soon, Dipolog City will have one of the most modern hospitals in the country as the Allied Care Experts (ACE) Group of Hospitals is set to build an ACE Medical Center here.

This dream became a reality after the successful conduct of the ground-breaking  ceremonies of the ACE Medical Center-Dipolog on Saturday, Oct. 15 at Barangay Olingan.

After the ribbon-cutting ceremony and the unveiling of the architectural design of the hospital, the time capsule was buried with the releasing of colorful balloons, which according to the organizer represents grace from heaven.

ACE Chairman Dr. Amado Enriquez said the 4-storey ACE Medical Center will be constructed in a 1.7 hectare lot inside Dipolog City Sports Complex which will be funded through the P500-million loan granted by the Land Bank of the Philippines (LBP).

The hospital, which has a 200-bed capacity is a tertiary hospital, equipped with brand new and modern first-class hospital equipment.

“ACE Medical Center-Dipolog is the fifth hospital to be built inMindanao. The other hospitals are in Zamboanga City, Cagayan de Oro, Butuan and General Santos,” Enriquez said.

Vice Mayor Dr. Horacio Velasco welcomed the decision of ACE Medical Center to establish a modern hospital in Dipolog as it complements the effort of the city government to addressthe health needs of local residents.

”We will not consider (Ace Medical Center) a competition but an ally in providing medical services to the people,” he said.

ACE Medical Center-Dipolog President Dr. Fernando Carlos said the establishment of a modern hospital does not only address the health concerns of the Dipolognons but also provide employment for local residents and enhance economic development in the area.

The hospital will be exclusively owned and managed by private doctors from Dipolog City and other parts of Zamboanga del Norte.

11 ASG brigands surrender to authorities in Basilan

SUMISIP, Basilan, Oct. 24 (PNA) -- Eleven Abu Sayyaf Group (ASG) brigands, including a sub-leader and a 12-year-old boy, on Monday surrendered to the government authorities in this town.

Lt. Gen. Mayoralgo Dela Cruz, Western Mindanao Command (Westmincom) chief, and Basilan Gov. Hadjiman Hataman-Saliman led the government officials in welcoming the ASG-surrenderers in a ceremony held at the town hall.

The group is led by Moton Indama, 26, a relative of ASG leader Furuji Indama, one of the ASG brigands sub-leaders based in this province.

Indama’s followers were identified as the following: Haimin Jalil, 17; Marham Musana, 18; Sadjara Hadjaraman, 28; Halid Murasimin, 20; Gulam Hajim, 19; Haraward Sahirulla, 20; Basri Laisun, 18; Nasim Baliyung, 21; Ring Langka, 15; and, 12-year-old Tari Murasimin.

They turned over high-powered firearms that included a Belgian-made Minimi 5.56 caliber light machinegun, one M-16 Armalite rifle attached with M-203 grenade launcher, a caliber .30 M1 Garand rifle, a shotgun, three caliber .45 pistols, a caliber .38 revolver and several rounds of ammunitions.

Indama said they decided to surrender since they were already tired of fighting against the government and they wanted to rejoin the mainstream of the society to live peaceful life.

The surrender of Indama’s group came days after they sent surrender feelers and signified intention to lay down their arms.

Dela Cruz told the surrenderers that they made the right choice instead of wasting lives, citing President Rodrigo Duterte statement “we cannot be killing each other every day.”

Dela Cruz appealed to the ASG brigands to seize the opportunity to have a bright future like the young boy.

He said the Armed Forces of the Philippines (AFP) is open for the surrender of the other Abu Sayyaf members in this province.

Saliman said the provincial government and that of the Autonomous Region in Muslim Mindanao (ARMM) are also open to help in the education of the surrenderees to keep them away from being victims of extremism and wrong beliefs. (PNA)

Ombudsman exonerates ex-ZCPSC chief, personnel

ZAMBOANGA CITY, Oct. 24 (PNA) -– The Ombudsman has dismissed all the cases filed by an arrested alleged drug queen against the former chief of the Zamboanga City Public Safety Company (ZCPSC) and his personnel.

The Ombudsman, in a nine-page joint resolution dated September 30, 2016, stated that all cases filed by Nurhana Musa Lao against Supt. Ariel Huesca and his men were all dismissed. Overall Deputy Ombudsman Melchor Arthur Carandang penned the decision.

Among the cases Lao filed against Huesca and several John Does on January 23, 2015 were for violation of Section 3(e), Republic Act 3019 (Anti-Graft and Corrupt Practices Act); violation of Presidential Decree 807; Robbery, Article 294, Revised Penal Code; Violation of Executive Order No. 292; Violation of Section 4, R.A. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees); and, Conduct Prejudicial to the Best Interest of the Service.

The filing of cases by Lao was an offshoot of the Internal Security Operations (ISO) conducted by ZCPSC in Barangay Recodo, this city, on December 26, 2014 that resulted in the confiscation of cash amounting to PhP1.6 million; illegal drugs; several paraphernalia for illegal drugs; ammunition; one unit Frontier Nissan Navarra Pick-up color Platinum Silver owned by Lao; one unit Toyota Hi-Ace Van, a carnapped vehicle per verification made at Regional Highway Patrol Unit 9; and, filing of appropriate cases against Lao and several others for violations of R.A. 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

The Ombudsman dismissed these cases as it found no probable cause to hold Huesca and his men liable for the offenses charged for they just faithfully performed their duties and functions in accordance with law thus “presumption of regularity in the performance of official duty extends in their favor.”

Huesca received a copy of the Ombudsman decision on Friday, October 21.

The cases the Ombudsman have dismissed were not the only ones that Lao filed against Huesca.

She also filed a civil case for Recovery of Chattel with Prayer for Application of Writ of Replevin on January 12, 2015 at the Regional Trial Court (RTC) Branch 16 in this city.

The RTC Branch 16 dismissed the case for “lack of jurisdiction over the subject matter of the complaint and for lack cause of action.”

The RTC Branch 16 turned down the motion for reconsideration Lao had filed through her legal counsel.

One of Lao’s lawyers filed another administrative case at the office of The Directorate for Investigation and Detection Management (TDIDM) in Camp Crame. The case was also dismissed.

The ZCPSC, then headed by Huesca, kept Lao and her cohorts on the run and even Philippine Drug Enforcement Agency (PDEA) Regional Director Joseph Ladip admitted the ZCPSC was the one that lessened the illegal drug trade in Barangay Recodo.

Ladip said the ZCPSC played a significant role in freezing Lao’s several bank accounts containing billions of pesos.

The bank accounts of Lao were frozen based on the resolution of the Court of Appeals’ second division dated September 2, 2015.

The city government has fully supported Huesca and the ZCPSC personnel by providing lawyers and reimbursement of expenses.

President Duterte vows to help farmers and fisherfolk through the resurrection of 'Masagana 99' and 'Biyayang Dagat' programs

TUGUEGARAO CITY, Oct. 23 (PNA) -- President Rodrigo R. Duterte said here on Sunday he will bring back "Masagana 99" and "Biyayang Dagat" -- two of the programs of the late former President Ferdinand Marcos.

Without mentioning specifics about how to start the reimplementation of the two programs, the President said he wants to enhance productivity of farmlands and to help fisherfolks upgrade their quality of life.

However, he apologized to the anti-Marcos groups for using the late strongman's programs to increase the productivity of farmers and fisherfolks.

President Duterte came to Tuguegarao City four days after typhoon "Lawin" battered Cagayan, leaving thousands of families homeless. He spearheaded the distribution of relief goods and cash assistance to the typhoon victims in Tuguegarao City.

He also made a short lecture about the effects of climate change, making it imperative for all to help in activities that will help preserve mother earth.

He stressed that strong typhoons are a product of the climate change problems, aside from the fact that the Philippines is the first archipelago that faces the Pacific Ccean, making it very vulnerable to tropical cyclones.

He also made a swipe on developed countries like the United States which, he said, is using what he calls "an unfair equation on the use of ozone depleting substances and facilities over the developing countries."


Agriculture losses due to Lawin estimated at Php6.1-B in Region 2



TUGUEGARAO CITY, Oct 22 (PNA) -- The Department of Agriculture Regional Field Office 2, during Saturday’s briefing with Secretary Emmanuel Piñol, estimated agriculture losses due super typhoon Lawin at Php 6.1 billion.

The secretary conducted aerial inspection to determine the extent of the devastation caused by Typhoon Lawin in Cagayan, Isàbela including the nearby province of Kalinga.

The DA briefer stated that from the P6,194,819,000.00 total losses, crops loss was at P6,129,970,000.00.

Meanwhile, livestock and poultry damage was placed at Php3,699,000.00; irrigation infrastructure of the National Irrigation Administration (NIA) at Php13,150,000.00 while other infra facilities of DA at Php48 million.

Meanwhile, the DA Region 2 is proposing the total amount of Php1,016,149,000.00 for rehabilitation and intervention by the national government.

A big part of the proposed rehab fund would go to the rice sector, placed at Php741 million. This will fund the purchase of 215 units of 36HP tractors, palay seeds, both hybrid and certified, and soil ameliorants.

For the corn sector, the DA needs Php129.7 million for the purhase of more than 20 thousand bags of hybrid corn seeds

DAR-ARMM pushes for natural farming system

COTABATO CITY, Oct 22 (PNA) -- The agrarian reform department in the Autonomous Region in Muslim Mindanao (ARMM) is pushing for natural farming system in an effort to encourage the agriculture sector to venture into chemical-free agri products, officials said today.

To capacitate rice farmers, the Department of Agrarian Reform (DAR-ARMM) and the provincial agrarian reform office held a two-day Natural Farming System Training in Datu Odin Sinsuat, Maguindanao Friday.

The training provided agrarian reform beneficiaries in the province an opportunity to develop their own farming plans.

Before the training proper started, the rationale and objectives of the activity was explained by Rebecca R. Bautista of the DAR-ARMM regional office.

Noemi P. Barretto also of DAR-ARMM, training leader, explained that natural farming system, specifically the ‘EMExtended’ and “Bokashi,” harness natural fertilization to achieve cost-efficient and environment-friendly crop production.

EM stands for Effective Microorganisms as coined and created by Dr. Terou Higa of Japan, Barreto said. On the other hand, "Bokashi" is a Japanese word which means “fermented organic matter,” she added.

Under the EM Extended system, a one-liter bottle of fertilizer contains molasses and three major types of microorganisms such as photosynthetic bacteria, lactic acid bacteria, and yeasts.

Bokashi composting involves an anaerobic process that relies on inoculated bran to ferment organic material in a tightly closed container. 

Two high-value target drug personalities fall in Zamboanga Sibugay

ZAMBOANGA CITY, Oct. 22 (PNA)-- Combined police and military operatives have arrested two high-value target (HVT) drug personalities and seized illegal drugs, gun parts and ammunitions in their continued anti-drug campaign in the province of Zamboanga Sibugay.

Senior Superintendent Romulo Cleve Taboso, Zamboanga Sibugay police director, identified the arrested HVT drug personalities as Amil Sarani, 40, a drug syndicate member and Roland Diong, listed as number six in the drugs watch list.

Taboso said Sarani was arrested in a law enforcement operation through implementation of search warrant around 4:10 a.m. Friday in Purok 2, Barangay Minundas, Payao, Zamboanga Sibugay.

Sarani is a member of a drug syndicate operating in the municipality of Payao, he said.

The arresting team sized from the residence of Sarani ammunitions, gun parts, jacket and four heat-sealed plastic sachets of methamphetamine hydrochloride locally known as shabu.

Meanwhile, Diong was arrested in a buy-bust operation around 1:30 p.m. Friday in Barangay Sta. Cruz, Kabasalan, Zamboanga Sibugay.

Diong is a HVT drug personality as he is listed as the number six in the drug watch list of the police.

Operatives seized from Diong’s possession three sachets of shabu, PhP400 marked money consisting of two PhP200 bills, PhP3,000 cash suspected to be proceeds in the sale of illegal drugs, a mobile phone and prohibited drug paraphernalia.

Taboso said Sarani and Diong were detained pending the filing of appropriate charges against them. 

Pres. Duterte to visit Japan on Oct. 25-27

MANILA, Oct. 21 (PNA) -- President Rodrigo Duterte's visit to Japan next week will reaffirm the six decades of strategic partnership between Tokyo and Manila, an official of the Japanese Embassy here has said.

During his official visit to Japan on Oct. 25-27, the President will meet with Japanese Prime Minister Shinzo Abe and will make a State Call on His Majesty Emperor Akihito of Japan at the Imperial Palace, the Japanese Embassy's deputy chief of mission and Minister for Political Affairs Atsushi Ueno said in a press briefing in Malacañang on Friday.

President Duterte first met with Prime Minister Abe at the Association of Southeast Asian Nations (ASEAN) Summit in Vientiane, Laos in September. Next week's meeting will be the second between the two leaders.

The visit to Japan, the first for President Duterte since he assumed office in June, is expected to strengthen all the more the two countries' relations, Ueno said.

President Duterte is also planning to visit the Japan Marine United Corp., which makes vessels for the Philippine Coast Guard.

“Actually, we have delivered the first one and had a turnover ceremony very recently. But we are going to deliver the remaining nine vessels in lieu. So President Duterte will actually see the company, how the Coast Guard vessel is built,” Ueno said. The company is located in Yokohama City.

Early this year, the Imperial couple, Emperor Akihito and Empress Michiko, made a state visit to the Philippines.

Ueno said Japan and the Philippines continue to maintain “very good” bilateral relations, despite the change in the administration.

“As far as the bilateral relations is concerned, despite of the change of presidency in this country, we can maintain very good relations and I’m sure that we can continue to maintain our good relations with President Duterte and his administration as well,” Ueno said.

He noted that President Duterte’s visit coincides with the 60th anniversary of the establishment of diplomatic relations between Japan and the Philippines.

Prime Minister Abe and President Duterte are also expected to discuss “regional issues”.

“We would like to strengthen bilateral cooperation and strategic partnership, as well as we expect to reaffirm the cooperation on regional and international issues,” Ueno said.

On the part of the Philippine government, Presidential Communications Office (PCO) Assistant Secretary Ana Marie Banaag said President Duterte’s visit will build on the administration’s policy in “enhancing relations with our neighbors in the region”.


Japan, Banaag noted, is the top trading and official development assistance (ODA) partner of the Philippines in 2015 and the years before that. (PNA)

Lugus mayor supports federalism

SULU—Mayor Hadar Hajiri of Lugus town organized forum on federalism in this town on October 12 in support to the proposed federal form of government of President Rodrigo Duterte.

Duterte had expressed belief that shifting from unitary to federal form of government will address inequality.

Hajiri said federal form of government may spawn equal access to development since regions under this form will be given the opportunity to grow economically in context to their needs.   

In an interview the mayor said he is supporting the proposal of the chief executive of the land so that the drug problems in his town will be solve once and for all.

“I think the only way we can stop drug trading in the community is to invite people to participate in the economic activity,” said Hajiri.


The mayor expressed belief Duterte won the last election because of his proposed move to eradicate drugs trafficking in the country.

Hajiri dreamed of a drug-free town when federal form of government will be implemented during Duterte’s administration.

Hugpong chairperson graces the forum

Celso Tizon, national chairman of Hugpong Federal Movement of the Philippines, graced the occasion as a resource speaker with some officers of the movement.

Tizon said during his speech the only way people will participate in the nation building is to address first cultural incompatibility.

Under federalism, he said its regional state can draft their own constitution in conformity with their cultural orientation.

In the meantime, Virgilio Dela Cruz, secretary general of HFMP, expressed appreciation over the support showed by the people of Lugus town to the proposed federal form of government.     

PHL, China sign 13 bilateral agreements

MANILA, Oct. 20 (PNA) – The Philippines and China on Thursday signed 13 bilateral cooperation agreements ranging from areas of production capacity to infrastructure, to agriculture and to maritime cooperation.

The memorandum of understandings (MOU) were signed after the bilateral meetings of Philippines President Rodrigo Duterte and China President Xi Jinping in Beijing.

The MOU on the Establishment of a Joint Coastal Guard Committee on Maritime Cooperation topped the agreements signed by Filipino and Chinese officials.

The signing of cooperation agreement between coast guards of the two countries means that the two countries will start cooperation on maritime affairs,” Chinese Vice Foreign Minister Liu Zhenmin said in a press conference.

Other cooperation agreements are on Production Capacity and Investment Cooperation; Economic and Technological Cooperation between the Government of China and the Philippines; Strengthening Trade, Investment and Economic Cooperation, Drafting China-Philippines Economic Cooperation Development Plans and the Tourism; Implementation Plan 2017-2022;

MOU on the Lists of Transportation and Infrastructure Cooperation Projects; Financing Cooperation between the China’s EXIMBANK (Export-Import Bank of China) and the Department of the Treasury of the Philippines; Agricultural Cooperation Action Plan 2017-2019; Protocol on Cooperation between PDEA of the Philippines and the Narcotics Control Bureau of the Ministry of Public Security of China.

The delegates from two countries also signed MOU on Supporting Conduct of Feasibility Studies for Major Projects; on News Information Exchange Training and for Other Purposes; and, on Cooperation on Animal and Plant Inspection and Quarantine.

”The two Presidents also talked about increasing people-to-people ties between the two countries through efforts to enhance exchanges in education between tourists, sending students to each other, and establishing cultural centers in each other’s country. The cultural exchanges will start very soon. The two Presidents also talked about cooperation in regional and international affairs,” the Chinese foreign official said.

 Liu described as historic President Duterte’s historic four-day state visit in China, saying it brought the China-Philippine relations back to the track of friendship.

The Chinese official said the meetings between the two heads of state have great significance in the four areas.

”First, the visit signifies the full recovery of China, the Philippines friendship back to the normal level; and, second, it marks the new stage of the practical cooperation between the two countries that it means that a new page is now open between the two countries in addressing the South China Sea issue through bilateral consultations. And fourthly it means a full recovery of the traditional friendship between China and the Philippines,” he said.

President Duterte was accompanied by big delegation of over 300 companies from the Philippines. (PNA)

Hugpong Federal Movement being organized into a political party

DUMAGUETE CITY, Oct. 20 (PNA) -- The national legal counsel of the Hugpong Federal Movement in the Philippines is happy to report the country is ready for the conversion of the movement into a national political party of the President.

In his words, Atty. Joel Obar said the country is already transformed into such and has been organized all over the country.

Obar just organized the Hugpong Federal Movement in Marawi and is off to Sindangan, Zamboanga del Norte with a crowd of “Lumads” after which he will then proceed to an Igorot group in Baguio up to Kalinga and Laoag over the weekend.

With growing membership around the country, Obar believes formation of the national political party of the President is in order, with the expected merge of Hugpong ang the Kilusang Pagbabago, which is expected to be accomplished within the year.

Obar said once the Hugpong Federal Party of the Philippines is formed, it will be the party to follow through all the reform programs of President Rodrigo Duterte as the Hugpong Federal Movement and the Kilusan ng Pagbabago await the creation of the Presidential Commission on Federalism which is tasked to draft the Duterte version to be submitted to either the Constitutional Convention, Constituent Assembly or if not, to the People's Initiative.

Meanwhile, the position of the Hugpong Federal Movement of the Philippines is to sustain and maintain the Negros Island Region (NIR).

National legal counsel Atty. Joel Obar said Hugpong will push for the retention of NIR in requesting the President for a reconsideration.

Everybody knows that the formation of the NIR was a political bribe of the Liberal Party hoping that they will win in the elections with the LP standard bearer former DILG Sec. Mar Roxas even without a budget, Obar pointed out.

Obar believes the President could be listening to requests from different sectors to maintain the NIR because to date, the executive order that is supposed to dissolve the newly-born region has not been signed, and that many are crossing their fingers that eventually NIR will become another state of the federal form of government. ARMM takes steps to settle Muslim clan wars

COTABATO CITY, Oct. 20 (PNA) -- Officials of the Autonomous Region in Muslim Mindanao (ARMM) on Thursday commenced efforts to intensify settlement of clan wars and family feud in the region.

The Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao (RRUC-ARMM) is holding a three-day conference on ‘rido’ settlement which started today and would last until Friday.

"Rido" is a Moro term which means bloody family feud involving Moro families.

It aims to aims generate insights and recommendations from different stakeholders that could help resolve rido-related problems in the region.

In attendance during the opening day are representatives from local government units, line agencies, civil society organizations, government security forces, and revolutionary groups specifically the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF).

These groups have different data on "rido" and have different approaches in settling clan conflicts.

While one area has unique approaches, Romeo Sema, chairman of RRUC-ARMM, stressed there is a need for a better way to settle family conflicts.

“We want to have a consolidated data on the number of rido cases and we aim to have coordinative mechanisms to settle these ridos,” Sema told reporters.

He also noted that the regional government will be able to have a complete look at the rido situation in the ARMM and that RRUC, being an advisory body to the regional governor, will be able to recommend policy-related solutions to this problem.

The book ‘Rido: Clan Feuding and Conflict Management in Mindanao’ written by Wilfredo Magno Torres III defined rido as a conflict characterized by sporadic outburst of retaliatory violence between families and kinship groups as well as between communities.

According to Abdulbasit Benito, RRUC-ARMM executive director, clan war causes problems not only between conflicting families but in the community as well.

“Rido causes much suffering, numerous casualties, destruction of properties, and it cripples the economy and displaces the community,” Benito said.

Data from RRUC-ARMM showed there were 269 cases of rido in the ARMM from 2012 until October 2016. However, the police in ARMM said there were only 209 recorded cases during the same period.

Benito said the main causes of rido are election-related conflicts, land ownership conflicts, crimes against chastity, personal grudge and theft.

Both Sema and Benito believed continuous dialogues will help fast tract peaceful settlement of clan wars in ARMM provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.
