Can LAND USE PLANNING really help achieve food security and climate change adaptation?



MAKATI CITY – The High Level Discussion on National Land Use and Its Impact on Food Security, Disaster Risk Management and Climate Change will be scheduled on Thursady October 18, 2012 at 9:00am-12:00nn in Mandarin Oriental Hotel, Makati City.

Can LAND USE PLANNING really help achieve food security and climate change adaptation? These are one of the possible questions to be discussed tomorrow with Senator Gringo Honasan, Chairman, Senate Committee on Agrarian Reform.

Also expected to attend as speakers in the said forum are; Representative Teddy Baguilat Lone District-Ifugao; Professor Jose Regunay, Assistant Professor School of Urban and Regional Planning University of the Philippines –Diliman; Undersecretary Rosalina Bistoyong of the Special Program and Agrarian Reform Stakeholder Relation Office, Department of Agrarian Reform; Governor Alfonso V. Umali of Oriental Mindoro; Ms. Leonor S. Lava from the Development Education Specialist Philippine Rural Reconstruction Movement; Dr. Esteban Godilano, Climate Change Consultant from the Department of Agriculture.

Background:

As a result of the effort of CLUP Now! in advocating for the passage of a land use policy law, the House of Representatives recently approved on the 3rd Reading HB 6545 or the “National Land Use and Management Act”sponsored by Rep. Kaka Bag-ao of Akbayan.

The network now calls on the Senate to pass its version of the bill and schedule the Committee Report No. 94, SB 3091 or the “National Land Use Act” for plenary deliberation.

It cannot be denied that the proper utilization and management of land resources is one of the primary issues that our country faces in the light of the erratic climate change, worsening of disasters, and the looming food and water crises. CLUP Now calls for the passage land use policy law that will provide for a rational, holistic and just allocation, utilization, management, and development of the country's land and water resources.

The forum will be attended by representatives from organizations in the countryside, people’s organizations, non-government organizations, members of the academe, and other concerned groups and individuals.
