DA to hold nationwide consultations on rice tariffication

 MANILA -- The Department of Agriculture (DA) will hold next week nationwide consultations to make stakeholders understand the details of the rice tariffication and liberalization law recently signed by President Rodrigo Duterte.

"The face-to-face consultations will include leaders of rice farmers' groups and other rice industry stakeholders, including feed millers who rely (on) the local supply of rice bran for their feed production. While the rice liberalization and tariffication law has been signed and could no longer be amended, the law requires consultations with the stakeholders to gather inputs which would contribute to the crafting of an IRR (implementing rules and regulations) needed to implement the law," DA Secretary Emmanuel Piñol said in a press briefing on Thursday.

Piñol said the holding of nationwide consultations and information activities was agreed upon during a meeting Thursday of DA regional directors of the rice program committee, the National Food Authority (NFA), Philippine Rice Research Institute (PhilRice), Philippine Center for Postharvest Development and Mechanization (PhilMech), and other agencies involved in the rice program.

The first consultation will be on February 26 at the Philippine Carabao Center (PCC) compound in Muñoz, Nueva Ecija for the Northern Luzon cluster. It will cover the Cordillera Administrative Region (CAR), Regions 1 (Ilocos), 2 (Cagayan Valley), and 3 (Central Luzon).

On Feb. 27, it will be held in Lipa City, Batangas for the Southern Luzon cluster, which includes Regions 4-A (Calabarzon), 4-B (Mimaropa), and the Bicol region.

On Feb. 28, the consultation will be in Davao City for all regions in Mindanao, including the Autonomous Region in Muslim Mindanao (ARMM).
The last consultation is slated on March 1 in Iloilo City for the Visayas region.

On March 2, Piñol said the DA Policy and Planning Office will work overtime to complete a collated report on the results of the consultations.

"The DA will submit and present this (report) during the NFA Council meeting on March 5. It is expected that NEDA (National Economic and Development Authority), which is the lead agency in the formulation of the IRR, would be present in the meeting," he said.

Meanwhile, Piñol said the DA rice group also came up with strategies on how to possibly provide an "absorber" to the shock that is expected to be felt by local rice farmers with the expected flooding of imported rice.

"One, we agreed that greater support should be given to the Filipino rice farmers and this would come in the form of rice seeds," he said.

However, Piñol said when they computed the amount of money allocated for rice seeds, "we discovered that it would not be enough to cover every rice farmer."

To counter the adverse effect of the inflow of cheap imported rice, Piñol said the DA rice group recommended the introduction of rice seeds of high value and good quality varieties, such as RC 160, RC 218, RC 300, and other rice varieties of good quality.

"If these are introduced to the market, many Filipino consumers would prefer that. Even the local millers and traders buy these varieties at a higher price than the ordinary rice," he said.

He said the government will review the rice sufficiency target.

"We may have to be contented with just 93 percent where we are right now because the inflow of imported rice may affect the prices of rice in the market and further dampen the buying price of palay," he said.

Piñol noted that one feature of the rice liberalization law is the provision that allows the export of local rice without restrictions.

"This may sound ridiculous now but Filipino farmers could actually increase the volume of exports of organic rice, heirloom rice, and upland fancy rice, which command a higher price in foreign markets," he said.

Piñol stressed that "rice farming will continue and must be pursued" despite the challenges that the rice industry is facing.

"The Philippine population is growing at a rate of 1.7 percent while our rice-exporting neighbors also have increasing population. Five to 10 years from now, there will not be enough rice for everybody. If we abandon rice farming now, we will be guilty of abandoning our responsibility to ensure food security for the next generation," he said.

"Admittedly, the challenges are difficult but with God's grace, we will survive and prevail," he added. (PNA)

4 inmates die, 4 cops hurt in Davao City jail search

DAVAO CITY – Four members of the Davao City Police Office (DCPO) were wounded while four inmates died when they allegedly attacked the policemen during a pre-dawn surprise inspection inside the Davao City Jail on Saturday.

Dubbed “Durian Wall”, the 3:20 a.m operation resulted in the wounding of PO2 Jonie dela Fuente in the stomach; PO1 Vincent Lomoljo in his forearm; POI Ramon Rey Uyanguren in the right arm. All police officers are assigned at the Sta. Ana Police Station.

PO3 Mark Anthony Cameros had a bullet hole in his armored vest after an inmate shot him with an improvised gun called “sumpak”. Cameros was forced to retaliate to neutralize the inmate.

The incident happened after four inmates, identified as Alvin Celis, Dexter Delfino, Flor Leonard Resturo, and Jerry Fernandez refused to heed orders to come out of the cell for the search operation, which includes body search and random drug test.

Ma. Theresita Gaspan, DCPO spokesperson, said the four inmates drew bladed weapons and attacked the police officers, forcing them to retaliate to immobilize the prisoners.

All four inmates died while undergoing treatment at the Southern Philippines Medical Center.

Gaspan said the police launched "Oplan Galugad" following reports that some personnel of the Bureau of Jail Management and Penology (BJMP) are in cahoots with some inmates in the illegal drugs operation inside the city jail in Barangay Maa.

DCPO and other law enforcement agencies that included the Philippine Drug Enforcement Agency-Region 11 also conducted a random drug test on all BJMP personnel.

Gaspan said BJMP Jail Chief Inspector Roman Hernandez, who is considered a "high-value target", being the Provincial Jail Administrator of Davao del Sur, tested positive for drug use.

During the search, the operating team confiscated various drug paraphernalia and illegal contrabands that included two big sachets of suspected shabu with an estimated value of PHP160,000. (PNA)

100 couples say 'I do' in Pag-IBIG mass wedding

DAVAO CITY -- A hundred couples from the Davao region said "I do" in the annual mass wedding sponsored by the Home Development Mutual Fund (HDMF) or Pag-IBIG Fund on Valentine's Day Thursday.

Now on its eighth year, the mass wedding rites dubbed "I Do, I Do Araw ng Pag-ibig" was officiated by Judge Emmanuel C. Carpio at the Ritz Hotel, Garden Oases, this city.

Of the number, 85 were from Davao City, six from Tagum City, seven from Digos City, and two from Panabo City.

From 2012 to 2019, Pag-IBIG Fund sponsored the wedding of 1,239 couples in the Davao region and 21,000 couples across the country.

The mass wedding was held simultaneously in 12 other sites in the country at the National Capital Region; Ilocos region; Cagayan Valley; Central Luzon; southern Tagalog region; Bicol; northern, southern, and western Visayas; northern, south western, and western Mindanao.

Pag-IBIG Chief Executive Officer Acmad Rizaldy Moti, in a video message during the ceremony, said the Fund remains strong with the support and trust of members.

"If the trust and support of our members were the reasons that made our Fund strong, your trust with each other will also make your marriage stable and strong," he said.

Pag-IBIG Fund chairman of the board of trustees Eduardo del Rosario, who is also chairman of the Housing Urban Development Coordinating Council (HUDCC), told the couples to build good memories, always be inspired and willing to share.

He said, "As we hold this yearly undertaking, we wish to be a significant part of the members on this special occasion."

He advised couples to take care of their relationship, respect each other's opinions and rights, reminding them that "Pag-ibig" or love is the guide to a peaceful and smooth relationship as husband and wife.

Five-year-old Kelly Gestupa, who witnessed the union of her parents, Leonard and Marie Grace, said she was so happy.

Leonard Gestupa, who works in a hardware store, has been a Pag-IBIG member for three years.

He knew of the activity through Facebook and signified to join the ceremony through the Pag-IBIG Fund Davao Central Office.

Marie Grace, who is five months pregnant for their second child, said they were thankful for the program as it has been their wish to legalize their relationship.

"We are all happy and we see in Kelly how happy she was," she added.

The Handog ng Pag-IBIG Fund I Do. I Do, Araw ng Pag-IBIG in Davao was spearheaded by the Southern Mindanao group, led by its area head Manolito Olegario. It was graced by the Fund's Board of Trustees member Pedrito G. Angeles; Vice President for Members Services Operations for Visayas/Mindanao Rio R. Teves; Vice President for Housing for Visayas and Mindanao Marie Antoniette Diaz, and other officials.

The "I Do, I Do" event has won several awards for Pag-IBIG Fund. In 2013, the event won the first Philippine Quill for a Government Communication Program for the International Association of Business Communicators (IABC) Philippines.

The following year, it was given the Bronze Award by the Advertising Foundation of the Philippines for Advocacy Communications for promoting the values of reverence for the family unit or marriage and responsible parenthood.

It also was cited on the same year by the TV show Philippine Book of Records as having the "most number of couples in a nationwide mass wedding." In 2016, the ASEAN Social Security Association (ASSA) gave it the Excellence Award under Strategic Communication. (PNA)

Zambo Sur 'most wanted’ nabbed

ZAMBOANGA CITY -- A farmer tagged as the top most wanted person in the Zamboanga del Sur town of Buug was wounded as he tried to evade a police manhunt, a top police official said Saturday.

Chief Supt. Emmanuel Luis Licup, Police Regional Office 9 (PRO-9) director, identified the arrested suspect as Dhats Manguda, 39, who is listed as number one most wanted person in Buug.

Licup said Manguda, who was arrested last Friday in Kumalarang town, Zamboanga del Sur, has a standing warrant of arrest for murder.

Manguda was shot in the leg when he resisted the policemen serving the arrest warrant.

He was taken to the police headquarters of Kumalarang town after being treated at a local clinic. (PNA)

P11-M smuggled cigars seized in Zamboanga

ZAMBOANGA CITY -- Authorities seized a shipment of smuggled cigarettes worth PHP11 million aboard a passenger-cargo ferry in this southern port city, an official said Saturday.

Lt. Commander Jimmy Vingno, Zamboanga Coast Guard Station commander, said the shipment was confiscated at about 5:30 a.m. Saturday inside a commercial ferry that had just docked at the local port from Jolo, Sulu.

 
Vingno said the seizure was made with the help of an intelligence report that a commercial ferry loaded with assorted smuggled cigarettes and illegal drugs had left Jolo, Sulu, en route to this city.

The smuggled cigarettes, he said, consisted of 158 boxes with an estimated market value of PHP11 million, which were concealed in a compartment at the vessel’s engine room.

“The said boxes of imported cigarettes were reportedly mixed with alleged illegal drugs," the official said, adding that a follow-up search yielded no illegal drug on board.

Vingno said no one has claimed ownership of the confiscated contraband. (PNA)

Go visits fire victims here

ZAMBOANGA del Sur—Secretary Bong Go came and visited the fire victims in Barangay Kawit, Pagadian City, Tuesday, February 5.

It may be recalled that more than 200 houses were burned during a blaze week ago here.

He said the purpose of his visit is to extend assistance for the fire victims in the place.

The secretary extended cash assistance, goods, and other needs for the comforts of the victims now displaced because of the fire.

He also promised to extend school uniform for students who are also affected of the disaster.

In an interview Go told media that one of his programs is to improve the medical services of the country. “The country needs more hospitals,” he said.

He said there are 22 Malasakit Center installed in the entire the country and planned to create one here in Zamboanga del Sur for the accessibility of the people to health services.

The secretary also promised to improve the agricultural activities, educational system, housing programs where human development can be improved.

Elsewhere, 1st District of the province Congresswoman Divina Grace Yu told media that they can deliver any form of assistance from the national if service center is raised right here in the province.

Yu said that she was so thankful when she heard of a report that Bong Go is coming to visit the fire victims in the place.

She said the staff of the secretary made an arrangement with her group to assist them for that particular occasion.

PSSLAI opens new extension office here

Pagadian City – The Public Safety Savings and Loan Association, Inc. (PSSLAI) opened their new extension office building here last January 30 in the morning.

The establishment was born to serve the members of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau of Jail and Management Penology (BJMP).

Lucas M. Managuelod, PSSLAI chairman, said that the focus of the organization is to serve the Department Interior Local Government family such as the police, fire and jail management personnel.

With only 24 employees, 54 million pesos in start-up capital, and a ground floor office at the Kiangan Hall in Camp Crame, PSSLAI centered on excellent service and innovative technology by creating products and services with the satisfaction and financial well-being of the public safety family in mind, said the chairman.

He added PSSLAI extends loans at the lowest interest rates and with no hidden charges.

Managuelod said that the association also offers an array of investment opportunities with high dividends.  

Meanwhile, Stephene Arapoc, official contractor of PSSLAI, considered working with the agency as privilege where he can extend services to members of the said government agency.

When asked on the institution’s present development, he said PSSLAI has built seven two satellite offices nationwide, and one office in every region.
