Cloudy skies, rain expected on SONA day -- PAGASA

MANILA, July 28 (PNA) -- Possible rains will continue to be experienced in many parts of the country Monday as President Benigno S. Aquino III is scheduled to deliver his 5th state-of-the-nation address (SONA) in the afternoon before the joint session of the 17th Congress, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In an interview, PAGASA weather forecaster Meno Mendoza said partly cloudy to cloudy skies with isolated rains will be experienced in the afternoon or evening in Metro Manila today due to southwest monsoon.

Mendoza said southwest monsoon or "hanging habagat" continues to be the dominant weather system -- which is associated with the occurrence of intermittent to continuous rains -- is the prevailing wind system during the rainy season.

He said the low pressure area hovering over the eastern part of the country is expected to intensify into tropical cyclone in the next 48 hours.
Mendoza said that as of 4 a.m. the LPA was spotted some 940 km east of southern Luzon.

He added once it develop into tropical depression inside the country it will be locally named "Inday" -- the ninth tropical cyclone to enter the country this year.

Mendoza said due to the trough or extended cloudiness of LPA it will bring rains over Bicol region and Visayas.

The rest of Luzon including Metro Manila, will be partly cloudy with possible passing rains in the afternoon or evening due to localized thunderstorms.
For Monday forecast, PAGASA said that Mimaropa (Mindoro, Marinduque, 
Romblon and Palawan, Bicol region and Visayas will be cloudy with light to moderate rainshowers and thunderstorms.

The state weather bureau also issued gale warning as strong to gale force winds associated with the surge of southwest monsoon and the LPA which is affecting western seaboard of Luzon and eastern seaboard Visayas and Mindanao

“Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it warned
PAGASA also said moderate to strong winds blowing from the southwest will prevail over southern Luzon, Visayas and Mindanao. The coastal waters along these areas will be moderate to rough. (PNA)

Zamboanga del Sur readies for 62nd Founding Anniversary

Preparations are underway for the 8 days celebration to commemorate the 62nd Founding Anniversary of the Province of Zamboanga del Sur wherein number of activities has been lined up starting September 10 until September 17, this year with the theme that upholds the tenet of unity and understanding towards peace and development among people of the province quoted as “2014: Malahutayong Programa, Gipaluyuhan sa Katawhan, Kalambuan sa Lalawigan”.

In gratitude for the success and accomplishments gained, the Provincial Government celebrates Araw ng Zamboanga del Sur where all the stakeholders gather to witness and showcase talents, skills, products and programs of the province. 

This activity highlights the founding anniversary festivities, Batang Pinoy, Search for Miss JHCSC and the annual recognition of the most Outstanding Zambosurians to inspire others to do better. Executive Order No. 44, otherwise known as the Philippine Youth Games–Batang Pinoy, serves as the national sports competition program for children, and is envisioned to address the need for a grassroots sports program centered on values formation inherent in the practice of sports and play.

Electric service restored in Zamboanga del Sur after 3-hour power outage

ZAMBOANGA CITY, July 25 (PNA) -- Several areas served by the Zamboanga del Sur Electric Cooperative-1 (Zamsureco-1) were hit by more than three-hour power outage Thursday after the power transmission line tripped off.

National Grid Corporation of the Philippines (NGCP) Regional Corporate Communications Officer Elizabeth Ladaga said Friday the line tripped off around 1:59 p.m. Thursday after an uprooted Bakan tree accidentally fell towards the line between two structures in Nikulong, Dumalinao, Zamboanga del Sur.

Ladaga said the tree was uprooted due to inclement weather citing “heavy rains with strong winds prevailed in the area.”


Specifically, Ladaga said those who were affected were the electric consumers that are being served by the Aurora-Pagadian-San Miguel 69-kilovolt line of Zamsureco-1.

Pagadian City tricycle driver cited for exemplary honesty

PAGADIAN CITY, Zamboanga del Sur, July 14 (PNA) – The local police has commended a tricycle driver who demonstrated exemplary honesty by returning a wallet containing cash, a check and an ATM card he found on a street in this city last week.

Local police chief Supt. Glenn Dulawan identified the driver as Alejandro Mendoza, 36, of Barangay Tuburan, this city.

Dulawan said on Monday that Mendoza turned over to them last July 8 a brown wallet containing a driver’s license, company identification card (ID), automated teller machine (ATM) card, P2,460 in check and P6,960 cash.

Dulawan said the wallet belonging to Samuel Delima of NDV Rosario Heights VIII, Cotabato City was found by Mendoza along Roxas St. in Barangay San Pedro here.

He said the ATM has an existing balance of P98,000. Its Personal Identification Number (PIN) is written at the back of the card.

“Such act manifested great virtues from a lowly tricycle driver who is struggling to make both ends meet,” he said.

Zambo police, crime laboratory conduct capacity-building training

ZAMBOANGA CITY, July 14 (PNA) -– The Zamboanga City Police Office (ZCPO) in coordination with the Regional Crime Laboratory Office (RCLO) is conducting a capacity-building training to selected personnel from the different Police Stations to enable them to process crimes scenes involving minor cases.

ZCPO Officer-in-Charge Supt. Angelito Casimiro said Monday that the first to have undergone the capacity-building training was the ZCPO’s Police Station 10 located in Barangay Labuan, this city.

Casimiro said the capacity-building training for selected personnel of Police Station 10 was held last Saturday, July 5, and “this (training) will be going through every Saturday until all the (Police) Stations will be capacitated.”

“Every Saturday, the RCLO and our investigation branch will be going to the different Police Stations to train our personnel on Scene of the Crime Operation (SOCO) so they won’t be dependent on the RCLO,” Casimiro added.

Casimiro’s command has jurisdiction over 11 Police Stations covering this city’s 98 barangays.

He said the conduct of the capacity-building training is aimed to lessened the work load of the RCLO personnel “who are doing a lot of crime scene investigation in the whole region.”

He said they will only rely on the RCLO personnel to process crime scene involving heinous cases once all of the 11 Police Stations will complete the capacity-building training. (PNA)

Zambo Sur governor eyes establishment of Philippine Science High School in Dumalinao town

PAGADIAN CITY, Zamboanga del Sur, July 9 (PNA) -– Gov. Antonio Cerilles is eyeing to establish a Philippine Science High School (PSHS) in Dumalinao town in a bid to provide quality education to the youths in this province.

Provincial information officer Marivic Jongco said Wednesday that Cerilles has proposed that the PSHS will be established in a nine-hectare area in Barangay Rebukon, Dumalinao, this province.

Jongco said an evaluation team headed by Department of Science and Technology (DOST) undersecretary Fortunato Dela Peña inspected last week the site proposed by Cerilles.

Jongco said Cerilles and first district Rep. Victor Yu, who supports the establishment of the PSHS, and other local government officials, accompanied Dela Peña’s team.

DPWH-12 named best performing public works office

COTABATO CITY, July 2 (PNA) -- The Department of Public Works and Highways in SOCCSKSARGEN region on Wednesday lauded its field personnel for their dedication to work and services which led to the award for the DPWH regional office.

The DPWH-12 was named "Best Performing Public Works and Highways Office" in the country due to its accomplishments.

DPWH-12 Regional Director Reynaldo Tamayo made the announcement before district engineers and key officials of the region.

SOCCSKSARGEN is an acronym of the provinces comprising Region 12: South and North Cotabto, Sultan Kudarat, Saranggani and the cities of Cotabato, Kidapawan, Koronadal, Tacurong and General Santos.

Tamayo said the accurate, fast and transparent project implementation of infrastructure projects in the region led to the award that bested 14 other regions in the country.

Based on the report from DPWH Central Office, DPWH-Region 12 has already completed 16.04 percent of the 2014 Calendar Year Infrastructure program and completed 85 percent of the Infrastructure program.

Tamayo refused to claim sole credit for the success of the regional office but attributed it to the hardworking district engineers, project engineers, project supervisors and the backbone of public works, the labor force.

He said the cooperation of the local government executives also led to the successful implementation of projects that benefited the general public.

With the prestigious awards, Tamayo urged all employees and officials of DPWH-12 to maintain or even surpass the current "energy and fire" which they used in project implementation. (PNA)

Zamboanga City reconstitutes price monitoring council

ZAMBOANGA CITY, July 3 (PNA) -– The city government has reconstituted the Local Price Monitoring Council (LPMC) in a bid to protect consumers against hoarding, profiteering and cartels of prime commodities and other basic necessities.

The LPMC was reconstituted through the issuance of Executive Order BC-61-2014 by Mayor Ma. Isabelle Climaco-Salazar pursuant to Republic Act 7581 otherwise known as the Price Act, which declared that it is the state policy to ensure the availability of basic necessities and prime commodities at reasonable prices at all times without denying legitimate business a fair return of investment.

Salazar said Thursday there is a need to reconstitute the LPMC in view of the changes in the composition of members to properly address concerns that necessitated the creation of the Council.

Salazar, based on E.O., sits as the chairperson of the LPMC with the Department of Trade and Industry (DTI) provincial director as the vice-chairperson.

The members comprise of the regional directors of the Department of Agriculture (DA), Department of Health (DOH), Department of Environment and Natural Resources (DENR), National Economic Development Authority (NEDA), Land Transportation Franchising and Regulatory Board (LTFRB), City Prosecutor and representatives from the consumer’s, agriculture producers’, manufacturing, retail and trading sectors.

Salazar said there is a need to protect consumers against hoarding, profiteering and cartels of said goods especially during occurrence of calamity, emergency and widespread illegal manipulation and similar situations.

She said they will schedule an inspection to check on the prices of prime commodities in this city. (PNA)
